The Vermont House Ways and Means Committee has come up with a new way of funding education that would shift some of the burden from the property tax to income. The plan would also lead to a more direct correlation between what people spend on their school and what they pay in property taxes, its proponents say.
It’s still a work in progress, said committee vice-chair Sam Young of West Glover, but there is a basic outline. He anticipates a House vote on the proposal within a month or so.
He said that, by his calculations, the average homestead property tax bill would go down by about 43 percent.
Janet Ancel, chair of the Ways and Means Committee, has said she expects a decrease of more than a third.
