NEWPORT — It’s likely that any meeting about education in the state is going to keep circling back to Act 46, the state’s 2015 school district merger law. Monday night’s annual educational legislative forum at the North Country Career Center was no exception, despite North Country Supervisory Union (NCSU) Superintendent John Castle’s efforts to steer the conversation in other directions.
