School harassment complaints increase

NEWPORT — The Chronicle interviewed Elaine Collins, North Country Supervisory Union superintendent, to learn more about Title IX legislation as incidents have cropped up in schools across Orleans County.

Title IX is a federal civil rights law that prohibits sex-based discrimination in schools that receive federal funding.  It is perhaps best known for giving a boost to women’s sports by requiring athletic programs to treat men and women equally.
