LOWELL — Arlon Warner and his partner, Scott Tallman, live at the end of a steep, narrow, and winding gravel road off the Mines Road in Lowell. Their driveway is at the bottom of the hill, and there’s no way to get momentum to climb the initial grade.

Mr. Warner bought the property 36 years ago with no qualms because there was a second way to get in and out. He could cross the Kempton Hill Road Bridge, just feet from his driveway to the right, on fairly level ground, and access the Valley Road.
