NEWPORT — Monday’s city council meeting was held in the municipal building gymnasium rather than council chambers to accommodate an unusually large number of people who showed up to support a proposal to open the city to ATV traffic. Scott Jenness, the president of the Border Line Ridge Riders, explained the plan, but said the number of roads his organization suggested was far smaller than what city officials suggested.
