NEWPORT — One of the three commissioners of the Westfield Fire District, which supplies water to houses in the town, called Vermont State Trooper James Gallup on December 3, 2024, and said he was concerned about the possibility of embezzlement. That is, according to the affidavit filed by Trooper Kyle Fecher who was assigned the job of investigating the allegations ten days later.
His affidavit says there were three trustees, each of whom was listed on a signature card at the district’s bank. The three each had different roles, one was charged with maintaining the system, one with testing the water, the third, Kelly Randall, 48, of Westfield, was the treasurer.
The commissioner who first called said his suspicions were aroused when he found district bank balances were lower than they should have been. He said the commissioner got copies of all the checks written on the district’s account and found many made out to “Hands for Hire” and signed by Ms. Randall.
