NEWPORT — Governor Phil Scott joined local leaders Friday for the ribbon-cutting for Newport’s new Express Care location. As cars cruised by the ceremony, those who helped make the walk-in healthcare facility a reality spoke briefly about the value it aims to bring to the community.
