NEWPORT — A court hearing on March 19 focused on whether Joseph Millett, 38, of Newport Center should be charged with domestic terrorism, after the Veterans Crisis Line told police he had made threats of violence. William Stocker, Mr. Millett’s lawyer, argued that to do so could be unconstitutional.
According to Vermont State Police Trooper Kimberly Elmore’s affidavit, an employee of the Veteran’s Crisis Line called police on the afternoon ….
