NEWPORT — In two written decisions, totaling 25 pages, Judge Rory Thibault turned down Joseph Millett’s request to have the domestic terrorism charge against him dismissed. But while Orleans County State’s Attorney Farzana Leyva’s side of the argument prevailed, Judge Thibault may not have made her totally happy.
According to the first affidavit submitted to support the charge, Mr. Millett, 38, of Newport Center was arrested on February 19 after he phoned the Veterans Crisis Line ….
