In Newport, manager search moves forward

NEWPORT — On April 10, the city council held what may be the last public discussion about hiring a new city manager before the successful candidate is introduced to the public.  At a special meeting, members heard from Dominic Cloud, who was hired through the Vermont League of Cities and Towns (VLCT) to guide them through the recruitment process.

Mr. Cloud, who has been St. Albans City Manager for the past 18 months, said when the VLCT asked him to help towns and cities find managers he readily agreed.

“One of the reasons I enjoy doing it is because getting the right manager is one of the best predictors of a community’s success,” he said.

To make his point, Mr. Cloud showed a couple of brief videos laying out benefits of the manager-council form of city government.  One contrasted having a manager with an alternative, strong-mayor governance.

The video, which was produced by the International City/County Management Association (ICMA), said of strong mayor governance, “the people elect one politician, the mayor, to lead the community, hire staff and oversee all day to day operations and service delivery.  Having a single politician at the top of the structure has its disadvantages.  ….
